How can incubators and accelerators strengthen tourism innovation?

Tourism start-ups are developing new responses to digital change, sustainability challenges and changing traveller expectations. Incubators and accelerators can help entrepreneurs turn these ideas into viable businesses through mentoring, access to networks and opportunities to test and develop their solutions.

The new OECD policy paper Using incubators and accelerators to support travel and tourism start-ups examines how these programmes support tourism entrepreneurship across European and OECD countries. The Chair of Tourism and Centre of Entrepreneurship contributed to its development, including an international workshop. 

The paper draws on contributions from OECD member and partner countries and discussions with policymakers, industry representatives and programme operators at an OECD–European Commission webinar in December 2025. These perspectives help map an expanding support landscape and identify emerging practices alongside persistent challenges: fragmented programmes, weak links to established tourism businesses and limited support for start-ups seeking to grow. 

The policy message is to connect individual programmes into a stronger tourism innovation ecosystem. Better co-ordination, closer industry partnerships and more visible, continuous support can help promising ventures move from early ideas to wider adoption. Monitoring and evaluation are also needed to understand which approaches make a lasting difference.
