Threat / harassment / violence

If you are attacked, the following advice can help you to escape critical situations unharmed:

  • Defend yourself massively! Scream and shout to make others aware of your situation, defend yourself physically (kicks, punches, scratches etc.). In most cases, this will cause the offender to interrupt and stop.
  • Distance yourself with words. Address the offender formally (with the German “Sie”), using their last name. When addressing the offender informally by using their first name, you reduce the distance.
  • Search for a possibility to escape.
  • Specifically address people nearby to make them aware.
  • Use your bike as a barrier between you and the offender or use it as a means to escape.
  • Also if the incident happens on campus or University premises, call the police immediately (110) and file a charge in any case. 95 percent of all criminal offenses are solved through witness statements.

If you injure the offender when defending yourself, this will fall under the self-defense act (Notwehrgesetz, section 32 German Criminal Code). This also applies if you help a person who is being attacked (emergency assistance). However, the defensive action must be appropriate and reasonable in view of the situation.

If you witness someone being threatened or violently attacked:

  • Take a de-escalating approach, but do not try to stand in the way of people who are obviously prepared to use violence.
  • Draw attention to the situation by shouting and screaming. Specifically address other people nearby to make them aware. Warn other people.
  • Call the police (110).
  • If you feel threatened: lock yourself in or flee the building and try to join groups of people to feel safer in a crowd.
