Dr. Andrés Bórquez is Assistant Professor at the Institute of International Studies, University of Chile. His research focuses on Chilean foreign policy in the Asia-Pacific, China–Latin America relations, and the concept of the Latino Pacific.
In the first lecture, he introduces the concept of the Latino Pacific as a way of rethinking Latin America’s strategic position in a changing global order. Rather than approaching the Pacific only through dominant Asia-Pacific or Indo-Pacific frameworks, the lecture highlights Latin American agency, geoeconomic transformation, and the strategic role of countries such as Chile, Peru, Colombia, Costa Rica, and Mexico.
The second lecture examines Chile’s response to the growing technological rivalry between the United States and China. Focusing on strategic technology sectors, Dr. Bórquez analyses how Chile navigates geopolitical pressure, economic engagement, and the limits of national autonomy as a middle power.
