Cesar Castilla is an independent scholar affiliated with the Centre for Refugee Studies (CRS) at York University (Ontario, Canada). He holds a PhD in Political Sciences from Universite Toulouse 1 Capitole (2014), and two master’s degrees: one in International Relations from Sciences Po Toulouse (2009), and another in International Affairs – Asia Pacific from Université de La Rochelle (2006). His research primarily focuses on migration-related issues including the root causes of conflicts, governance, human rights and the cultural integration of immigrants. He served as Founding Director of the “Programme of Integration for Refugees and Migrants sponsored by the UNHCR Quito Office” from June 2016 to January 2020. He is also an experienced translator for Humanitarian Organizations and interpreter in Asylum and Refugee Procedures.
