In 2022, 130,000 unaccompanied migrant children, the majority aged 15-17 years old, entered the U.S. shelter care system. Most arrived from Central America, crossing the southern border without legal status. The U.S. government designated a much smaller number, primarily teens from Asia and Africa, as refugees and permitted them to enter with legal status. The prospects for support and integration of unaccompanied young people in the U.S. depend largely upon the way they enter the country and whether they can attain legal status before their 18th birthday. This session will provide an overview of the system for care and custody of unaccompanied migrant youth in the U.S. It will then recommend changes the U.S. Office of Refugee Resettlement and long-term care providers should implement, based in part on models used in the European Union, to improve the odds of successful integration.
